Points of Discussion in the Panels
Governance by the Government

  • Administrative reforms to ensure that a transparent structure is in place for good governance
  • Do we require any more laws or proper enforcement in its true spirit is required?
  • Decentralization of power with accountability
  • How can we cut down the various strata of approval process in our present bureaucratic set up?
  • How can we optimize the flowchart of file movement for fast decision making and minimizing corruption?
  • Is an effective Lokpal a panacea?
  • How can we put technology to proper use to expedite decision making and to reach to the last mile with the benefits of governance by the government?

Trust based compliance or enforced compliance – Which is more effective?

  • Can the tax system be more trust based for better compliance?
  • How can we create an encompassing environment where everyone pays tax voluntarily?
  • Should we not strive towards voluntary compliance and have laws encouraging it more? -  voluntary compliance emanates from a trust based taxation regime
  • The system should guarantee each tax payer certain basic rights and respect, which are internationally recognized
  • Can any law which is not followed by the majority be scrapped, to be replaced by a rational compliable law?
  • Are non compliable laws more profound when the State does not trust its citizens and likes to have these laws as pretext to nail whom it wants to?

Electoral Reforms

  • Transparent financial accounts of political parties – Can it be a reality?
  • Transparent funding of elections – though very much needed, but are we ready for it?
  • Political funding only in white and the information should be made public by the receiver and the donor – when can it be implemented in India
  • Can election spending limit to be increased to rational levels? – to encourage political parties to disclose
  • Can we have a flexible limit of election spending depending on the constituency?
  • Right to Reject and Right to Recall – the modalities and the practicality.
  • Would right to reject ensure that we have better representatives?

Corporate Governance

  • Is there a need for any regulatory changes? OR
  • Can improved standards of corporate governance be achieved through adoption of principle based standards of conduct?
  • Has corporate governance been reduced to well-drafted reports in paper?
  • Has the time arrived to vet companies on corporate ethics rather than corporate governance?
  • Should we vet companies merely on balance sheet performance, where the quarterly result rules the market? OR
  • On long term vision of growth of the company

How far is the Company’s bill an enabler for implementation of corporate governance in its right spirit?
